Eng. Saja Albayati: Developing Civil Society Organizations Starts with Transparency and Collaboration with Research Centers

Eng. Saja Albayati, Director of BIT Information Technology, took part in a dialogue session organized by the Al-Rafidain Center for Dialogue on the roles, objectives, and evaluation of civil society organizations. She highlighted the importance of digital tools and collaboration with research centers in promoting transparency, governance, and data-informed decision-making.
The session hosted Mr. Ashraf Al-Dahan, Director General of the NGOs Department at the General Secretariat of the Council of Ministers. It was moderated by Professor Talib Mohammed Kareem, Professor of Philosophy at Al-Mustansiriya University.
During her contribution, Albayati emphasized the importance of improving the working environment of civil society organizations by adopting modern digital tools that can strengthen transparency and improve efficiency. She also noted that collaboration between these organizations and research centers is essential for supporting data-informed decisions and addressing social challenges more effectively.
The discussion examined the state of civil society organizations and think tanks in Iraq, as well as their role in addressing social and national issues. Participants also stressed the importance of complying with applicable laws and regulations while balancing legal oversight with the practical support these institutions need to operate within clear institutional frameworks.
The session further addressed the need for greater transparency in funding, activities, and financial reporting, alongside the development of modern legal and regulatory frameworks to improve the performance of organizations and research centers and better serve society.
Albayati’s participation reflects her engagement in discussions on digital transformation and the role of technology in supporting governance and strengthening institutional work in Iraq.
